Facade Program

The following information is from the CDBG Request for Proposals Program Year 2025 issued by the Community Development Administration (CDA), City of St. Louis for your information only. Refer to the links above for all information regarding the Commercial Facade Improvements Program and direct all inquiries to CDA directly.

The Commercial Facade Improvements Program will provide CDBG grants and loans to eligible businesses and business districts to rehabilitate and/or improve commercial corridors and small businesses. CDA employees a Construction Manager, Development and Monitoring team who work with neighborhood associations, non-profits, contractors and City departments to administer the public improvement program and to provide technical assistance toward the achievement of individual and collective commercial sector goals. This program will focus its efforts primarily along the proposed North-South MetroLink route (the Green Line), as well as within proposed NRSAs, EJI demonstration areas, and major commercial corridors citywide.

Projects may include, but are not limited to awnings, entrance doors, windows, painting, signage, exterior lighting, storefront renovations, building cleaning to enhance the historic nature of the building, fencing, patio dining enhancements, and parking lot improvements.

The proposals in response to the RFP must be received no later than 4:00 p.m. CST on Friday, September 6, 2024. The proposals and supporting documentation must be submitted through the CDA electronic grants management system. No handwritten or faxed applications will be accepted.

All questions related to the proposal forms, submitting documentation, and funding process must be submitted no later than 4:00 p.m. CST on Friday, August 23, 2024 by email to CDBG@stlouis-mo.gov. CDA will provide answers in writing and post Frequently Asked Questions and Answers on the CDA website (www.stlouis‐mo.gov/cda).

Questions pertaining to EGrAMS only may be submitted up to 12:00 pm on September 3, 2024. EGrAMS questions must be submitted via email to EGRAMSSupport@stlouis‐mo.gov.

No questions will be taken or answered by telephone or by direct contact with a CDA staff person.

The approved projects are eligible to receive a forgivable loan, with a minimum of $5,00 and a maximum grant of $50,000 per building.
